Title: Outcomes, Impacts and Measurements of Information and Knowledge Management

Loughborough University and Leicestershire County Council are collaborating on developing an outcomes-based approach to monitoring the delivery of the Information Management and On Line Strategies.

In a report by the Audit Commission, the Council were asked to tighten their focus on outcomes for the information management function.  The PhD will create a framework to measure the effectiveness of the Information Management and Online Strategies and their functions.

This can be done through identifying the potential outcomes for areas of the organisation where IM has a contribution, then seeking to measure the extent to which they impact on employees, communities, organisations, services and so forth.

The challenge we face is that outcomes and impacts can largely be intangible. Measuring some of these intangibles such as well-being, emotional states and working efficiency have not yet been practiced.
